As nations like China and Iran increasingly use digital tools to target activists and dissidents residing beyond their borders, including in Canada, Ottawa is being encouraged to take a tougher stance.
A new research from online watchdog Citizen Lab at the University of Toronto’s Munk School of Global Affairs makes the demand for action, as well as raising worries about a lack of assistance for those targeted by such digital repression measures.
The 38-page study released Tuesday states, “The Canadian government must take steps to help avoid these abuses and to defend targeted Canadian communities.”
The Citizen Lab research is the latest to express alarm about the growth of digital technology, which has made it easier for foreign governments to crack down on or otherwise target dissidents in Canada, many of whom are refugees and immigrants.
It covers the stories of 18 people who migrated or fled to Canada and afterwards claimed being targeted or assaulted by different digital techniques, such as hacking, online tracking, social media harassment, and smear campaigns, to make their point.
According to the research, such measures are “quickly becoming a cornerstone” of foreign repression attempts, in part due to their low cost, difficulty in detecting and tracing, and accompanying deniability.
Former journalists, human-rights campaigners, and pro-democracy activists from China, Iran, Syria, Saudi Arabia, Yemen, Rwanda, and Afghanistan were among those interviewed by the Citizen Lab.

ਮੰਗਲਵਾਰ ਨੂੰ ਜਾਰੀ ਕੀਤੀ ਗਈ 38 ਪੰਨਿਆਂ ਦੀ ਰਿਪੋਰਟ ‘ਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ, “ਕੈਨੇਡੀਅਨ ਸਰਕਾਰ ਨੂੰ ਇਹਨਾਂ ਦੁਰਵਿਵਹਾਰਾਂ ਨੂੰ ਰੋਕਣ ਅਤੇ ਨਿਸ਼ਾਨਾ ਬਣਾਏ ਗਏ ਕੈਨੇਡੀਅਨ ਭਾਈਚਾਰਿਆਂ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਕਾਰਵਾਈ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ।
“ਇਹਨਾਂ ਮੁੱਦਿਆਂ ‘ਤੇ ਨੀਤੀ ਅਤੇ ਕਾਨੂੰਨ ਵਿੱਚ ਬਹੁਤ ਸਾਰੇ ਪਾੜੇ ਮੌਜੂਦ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਕੈਨੇਡੀਅਨ ਸਰਕਾਰ ਨੂੰ ਹੱਲ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ।”

ਰਿਪੋਰਟ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ, ਅੰਸ਼ਕ ਤੌਰ ‘ਤੇ ਉਹਨਾਂ ਦੀ ਖੋਜ ਅਤੇ ਪਤਾ ਲਗਾਉਣ ਵਿੱਚ ਮੁਸ਼ਕਲ, ਅਤੇ ਸੰਬੰਧਿਤ ਇਨਕਾਰਯੋਗਤਾ ਦੇ ਕਾਰਨ ਅਜਿਹੀਆਂ ਚਾਲਾਂ ਵਿਦੇਸ਼ੀ ਦਮਨ ਦੇ ਯਤਨਾਂ ਦਾ “ਤੇਜੀ ਨਾਲ ਇੱਕ ਨੀਂਹ ਪੱਥਰ ਬਣ ਰਹੀਆਂ ਹਨ।”
ਸਿਟੀਜ਼ਨ ਲੈਬ ਦੁਆਰਾ ਇੰਟਰਵਿਊ ਕਰਨ ਵਾਲਿਆਂ ਵਿੱਚ ਚੀਨ, ਈਰਾਨ, ਸੀਰੀਆ, ਸਾਊਦੀ ਅਰਬ, ਯਮਨ, ਰਵਾਂਡਾ ਅਤੇ ਅਫਗਾਨਿਸਤਾਨ ਦੇ ਸਾਬਕਾ ਪੱਤਰਕਾਰ, ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੇ ਵਕੀਲ ਅਤੇ ਲੋਕਤੰਤਰ ਪੱਖੀ ਕਾਰਕੁਨ ਸ਼ਾਮਲ ਸਨ।
